The national team of the organising country is guaranteed to participate in the championship. There are 32 teams playing in the tournament, and just being there is often a huge achievement. And before 1998, only 24 teams made it to the World Championships, making the event even more prestigious. The expansion included a larger quota for teams from Africa, Asia and North America.
